The Data Protection Commission (DPC) of Ghana is poised to roll out an aggressive enforcement campaign in the coming weeks, targeting organisations that misuse or mishandle personal data.
The initiative, which forms part of the Commission’s broader strategy to strengthen Ghana’s digital trust framework, was announced during the MTN Business CTIO Roundtable Africa 2025, where Executive Director Dr Arnold Kavaarpuo outlined the urgency of protecting citizens’ data in a rapidly evolving digital environment.
Dr Kavaarpuo emphasised that while the digital economy holds immense promise for innovation and growth, it must not come at the cost of personal privacy.

“The Commission will be engaging in a series of sensitisation and enforcement efforts in the next couple of weeks. We are calling on every player in the digital space to help us uphold the integrity of our digital ecosystem,” he said.
He stressed that the DPC’s role goes beyond just compliance and penalties but includes shaping a future where technology serves people and ignites progress.
As part of a forward-looking digital governance agenda, the DPC has been tasked by the Ministry of Communications and Digitalisation to develop an open data framework for Ghana. This will include Application Programming Interfaces (APIs) that enable broader access to data in standardised formats, a crucial step for those operating in the AI and digital services space.
The upcoming enforcement campaign is expected to cover both public and private institutions, with particular focus on identifying non-compliant data controllers and processors. Entities found to be in breach of the Data Protection Act, 2012 (Act 843) risk facing regulatory sanctions, including fines and operational restrictions.
The Commission also plans to intensify public education and stakeholder engagement to ensure that individuals are informed about their data rights and institutions are aware of their legal obligations.
In an era where data is increasingly considered a core economic asset, the DPC believes robust enforcement is critical to fostering accountability, transparency, and responsible data stewardship.
The campaign will mark a pivotal moment in Ghana’s data governance landscape and is expected to serve as a model for other African nations grappling with similar challenges in the digital age.
