Sam George Unveils Fintech Fund Plan as Govt, UNDP Deepen Digital Partnership
The Minister for Communication, Digital Technology and Innovations, Hon. Samuel Nartey George (MP), has reiterated the government's commitment to building a robust and inclusive digital ecosystem while strengthening alignment with development partners to accelerate Ghana’s digital transformation agenda.
He noted the use of the UNESCO Readiness Assessment Methodology (RAM) model as a key tool in ongoing implementation planning, explaining that it has been instrumental in identifying priority intervention areas and distinguishing between initiatives that are ready for deployment and those requiring further refinement.
The minister also provided updates on ongoing discussions towards the establishment of a national fintech fund, which is being aligned with the forthcoming innovation and startup legislative framework. He explained that the framework will define clear eligibility criteria for startups and innovators, while anchoring the fund in law to ensure sustainability and promote stronger private sector participation.
The minister made these remarks during an engagement with the head of the United Nations Development Programme (UNDP) in Ghana and delegation, which focused on strengthening collaboration on flagship digital initiatives, artificial intelligence for public service delivery, and support for Ghana’s broader digital ecosystem.
The representative of UNDP in Ghana, Mr Niloy Banerjee, provided updates on three key areas of cooperation, namely the Italian-supported digital flagship project, the MSME digital platform initiative, and the Japanese-backed AI for public services programme.
Mr Banerjee also underscored the importance of enhanced government participation, including co-financing arrangements, to unlock additional development partner funding and ensure the successful implementation of flagship projects.
The engagement further explored a proposed AI and digital governance capacity-building programme for the Civil Service, aimed at strengthening policy formulation and institutional capacity in emerging technologies. The programme is expected to be delivered in multiple cohorts, with deliberate emphasis on gender inclusion.
Discussions also touched on key digital infrastructure, including the Digital Youth Village, as part of broader efforts to expand Ghana’s innovation and technology ecosystem.
