DTT Report Provides Sound Basis for Govt Decisions – Committee Chairman
The Chairman of the Digital Terrestrial Television (DTT) Committee, Emmanuel Adei, has expressed confidence that the committee’s final report provides a strong foundation for the government to make informed decisions on the future governance and sustainability of Ghana’s digital television platform.
Presenting the report to the minister for communication, digital technology and innovations, Hon. Samuel Nartey George, the chairman said the document was developed through months of detailed analysis, stakeholder consultations and technical assessments aimed at addressing the challenges confronting the DTT platform.
He explained that the committee’s work went beyond the issue of channel fees and involved a comprehensive review of the operational, technical, financial and institutional structures required to sustain the digital broadcasting system.
According to him, the committee was guided by a clear mandate to develop practical recommendations that would support the long-term viability of Ghana’s digital terrestrial television platform.
“The report being presented today represents a combination of months of rigorous analysis, stakeholder consultations and collaborative efforts,” he said.
“The committee is confident that the report provides a sound basis to support government in taking informed decisions on the future governance and sustainability of the DTT platform,” he added.
Mr Emmanuel Adjei said the committee adopted a consultative and evidence-based approach throughout the process, engaging key stakeholders and reviewing detailed submissions to ensure that its recommendations reflected the realities of Ghana’s broadcasting environment.
He noted that the committee received extensive technical and financial presentations from institutions, including the Ghana Broadcasting Corporation (GBC) and K-Net Ltd, which provided critical information on infrastructure, operational expenditure, maintenance obligations, network performance, satellite services, energy requirements and other cost components.
The analysis also examined GBC’s contributions to the national digital network, including land, transmission towers, buildings and other facilities supporting the platform, while assessing K-Net’s operational cost structure to inform the development of a sustainable financing framework.
The Chairman added that the committee also considered governance arrangements, legal and policy requirements, service quality challenges and measures needed to improve accountability and operational efficiency.
He highlighted the development of a sustainable cost-sharing framework as one of the committee’s key achievements, explaining that the model was refined through several engagements with stakeholders and technical evaluations.
The framework, he said, seeks to balance the need for financial sustainability of the DTT platform with affordability for broadcasters while maintaining the government's responsibility to support public interest broadcasting.
Mr Adjei commended members of the committee for their dedication and professionalism, noting that although different views were expressed during deliberations, the discussions helped strengthen the final recommendations.
He also expressed appreciation to stakeholder institutions, including the Ghana Broadcasting Corporation, K-Net Ltd, the National Communications Authority, the National Media Commission, the Ghana Independent Broadcasters Association and other industry players for their valuable contributions.
The submission of the final report marks a major step in efforts to reform Ghana’s digital broadcasting sector, with the government expected to review the recommendations and determine the appropriate measures for implementation.
