Sam George Blasts Starlink Licence, Demands Office in Accra

Minister for Communications, Digital Technology and Innovations Samuel Nartey George has taken a swipe at the previous government for granting satellite internet provider Starlink a licence to operate in Ghana without first requiring the company to establish a physical office in the country.

Speaking on TV3’s New Day on Friday, April 11, the Ningo-Prampram MP said he has directed the National Communications Authority (NCA) to notify StarLink that setting up a local office is now mandatory.

“They need to have an office here. You can’t operate in our country and not have a presence,” he said, describing the licensing decision as “poorly thought through”.

Sam George expressed concern about how regulatory bodies would engage the company in the event of service or compliance issues. “If there is a problem involving a client and the regulator needs to talk to StarLink, we’ll have to send an email to someone in the US. It could take weeks for them to respond or show up,” he lamented.

He said the issue has also come up in regional discussions, adding that several ICT ministers across West Africa are considering coordinated steps to demand local accountability from tech firms like StarLink.

“This isn’t just Ghana’s issue. Across the sub-region, ministers are worried, and we will take collective action,” he noted.

The minister underscored the importance of ensuring that foreign companies operating in Ghana’s digital space are physically present to engage with regulators and customers alike.

“They must show physical presence in our country,” he insisted.
