Parliament Passes Road Traffic Amendment Bill to Legalise Commercial Motorcycle and Tricycle Operations
Parliament has passed the Road Traffic Amendment Bill, 2025, paving the way for the legal use of motorcycles (okada), tricycles, and quadricycles for commercial transport services across the country.
The bill, approved on Wednesday, December 10, also introduces a revised limit for determining alcohol concentration in drivers.
The new threshold is aimed at reducing incidents of drunk driving and the accidents associated with it.

Lawmakers say the amendment will enhance road safety, streamline transport operations, and create employment opportunities for thousands of young people who rely on motorcycles and tricycles for income.
Addressing Parliament, the Minister for Transport, Joseph Nikpe Bukari, said the legislation is designed to sanitise the road transport sector and introduce stricter punitive measures for offenders.
“The Road Traffic Amendment Bill seeks to sanitise road transport services. We have had several issues involving road users, and this bill aims to introduce stricter punishment, enhance safety measures, and ensure the effective and efficient use of our roads,” he said.
The government believes the new regulatory framework will help organise commercial motor operations, reduce lawlessness on the roads, and provide safer alternatives for commuters, especially in underserved communities.
