NCA Approves MTN, Telecel, Goal Telecoms for 5G Licence; Infrava Rejected
The National Communications Authority (NCA) has approved Scancom Plc (MTN Ghana), Ghana Telecommunications Company Limited (Telecel Ghana), and Goal Telecommunications Ltd to proceed to the next stage of the selection process for spectrum licences in the 700 MHz, 2.3 GHz and 3 GHz bands.
The development follows the completion of the qualification stage of the NCA’s Request for Applications for spectrum licences in the three bands.
In a statement published on its website, the NCA said it received four applications by the submission deadline of 5:00 p.m. on August 27, 2026, but only three applicants successfully qualified to proceed.
The qualification assessment comprised an Eligibility Review and Technical Qualification Assessment under Envelope A, which covered the Technical and Qualification Submission.
The three successful applicants are Scancom Plc (MTN Ghana), Ghana Telecommunications Company Limited (Telecel Ghana), and Goal Telecommunications Ltd.
However, Infrava Ltd failed to qualify and has consequently been excluded from the next stage of the spectrum selection process.
The NCA said all applicants had been duly informed of its determination regarding their applications, with reasons provided where applicable.
According to the Authority, only the qualified applicants will proceed to Stage 3 of the selection process.
As a result, the NCA said the Envelope B submitted by Infrava Ltd, which contains the applicant’s Best Price Offer, would not be opened.
The Authority said the qualified applicants would be notified separately about the date, time and venue for the opening and ranking of their Best Price Offers.
The qualification of MTN Ghana, Telecel Ghana and Goal Telecommunications marks the next step in the NCA’s process to assign spectrum in the 700 MHz, 2.3 GHz and 3 GHz bands, which are expected to support the continued expansion and development of advanced mobile broadband services in Ghana.
