Joe Ghartey: Sky Train Project Followed Due Process, No Payments Made

Former Railways Development Minister Joe Ghartey has reaffirmed that the Sky Train Project adhered to due process following his meeting with the National Investigation Bureau (NIB) on Monday.

Addressing the press after the meeting, Mr. Ghartey clarified that the project was structured as a Build, Operate, and Transfer (BOT) arrangement, ensuring that the Railways Development Ministry did not make any payments under his tenure.

Citing the auditor general’s 2021 report, he stated that his ministry took deliberate steps to avoid financial liability for feasibility studies on the project.

“The agreements covering the project included clauses that absolved the ministry of any financial obligations,” he explained, adding that he had no reservations about cooperating with the NIB.

His comments come after former Ghana Infrastructure Investment Fund (GIIF) Board Chairman, Prof. Ameyaw Ekumfi, was also invited to provide information on the transaction.
