Minister of Communications, Digital Technology and Innovations, Hon. Samuel Nartey George, has urged the government to significantly increase budgetary allocations for cybersecurity to safeguard Ghana’s rapidly expanding digital space.
Delivering the keynote address at the official opening of the 2025 National Cyber Security Awareness Month (NCSAM), the minister said Ghana’s digital growth—with internet penetration hitting 70% and nearly 8 million active social media users—demands stronger defences against the rising tide of cyber threats.
“We also, as a government, must increase our cyber security defence budget to ensure our national resilience as we drive digital inclusion. Securing Ghana’s digital future cannot be left underfunded,” he stressed.

Mr George highlighted that cyberspace has become “an extension of our homes, businesses and governance systems”, making cybersecurity a shared national responsibility. He pointed to ongoing reforms, including the review of the Cybersecurity Act 2020, plans for a specialised cybercrime court, and the establishment of sectoral Computer Emergency Response Teams (CERTs) in banking, telecom, government, and national security.
He added that efforts were underway to expand CERT coverage to energy, health, academia, transport and the military, while also pursuing the creation of a Cybersecurity Fund to sustain financing across all sectors.
The minister warned that with 95% of breaches caused by human error, citizens, businesses and institutions must cultivate stronger cyber hygiene practices. “Every actor in cyberspace, from citizens on personal phones to officials in corporate offices, has a duty to protect our digital ecosystem,” he said.
This year’s NCSAM, themed “Building a Safe, Informed and Accountable Digital Space”, will run for a month and engage schools, businesses, civil society, and government agencies through training and awareness programmes.
Mr George concluded by reaffirming that while the government will lead the charge, protecting Ghana’s digital future is a shared responsibility.
