NPP Communicator Questions Parliament’s Commitment and Sincerity Over LGBTQ+ Bill Delays

A member of the National Communications Team of the New Patriotic Party (NPP), Dr Francis Kyei (SPC) (Rtd), has strongly criticised Parliament over what he describes as a lack of sincerity and commitment in handling the controversial LGBTQ+ bill.

In a statement, Dr Kyei expressed concern over what he termed the “ins and outs, upsides and downsides” surrounding the bill, arguing that the conduct of lawmakers does not reflect the best interests of Ghanaians.

According to him, both the majority and minority sides in Parliament have adopted entrenched positions that have stalled progress on the legislation, despite the initial objective of passing the bill into law.

“My candid opinion is that none of our politicians in Parliament is serving the good interest of Ghanaians,” he stated.

He argued that the ongoing disagreements over amendments to the bill are unnecessary, noting that legislation can always be reviewed after passage.

Dr Kyei also took aim at the Speaker of Parliament, accusing him of feigning neutrality and expressing surprise over developments despite being fully aware of the legislative process.

“The stance of the Speaker suggests a level of dishonesty to Ghanaians,” he claimed, urging citizens to remain vigilant.

He further questioned the role of parliamentary committees, particularly those chaired by opposition members, asking why they had failed to address contentious issues during the review stage of the bill.

“Were they absent during deliberations, or are they now turning around to mislead Ghanaians?” he queried, insisting that all members involved in the process must take responsibility for the current state of the bill.

Dr Kyei maintained that the prolonged back-and-forth suggests a lack of genuine political will to pass the legislation, regardless of its final form.

He argued that if both sides were truly committed, they would either have passed the bill in its original form or supported its passage with amendments, given that laws can be revised over time.

Drawing on a proverb, he noted that “we are better served with the little available than starved all day waiting for a full meal", suggesting that passing the bill in any workable form would be preferable to continued delays.

He concluded that the current posture of political actors, including the bill’s sponsors and leadership on both sides of the House, indicates that the legislation may have lost momentum toward final passage.

Dr Kyei, therefore, called on Ghanaians to demand accountability from their lawmakers and push for decisive action to ensure the bill is passed and assented to by the president.

The LGBTQ+ bill remains one of the most debated pieces of legislation in Ghana in recent years, drawing strong opinions from political actors, civil society, and the general public.
