Murtala Muhammed, Ghana’s Minister-Designate for Environment, Science, and Technology, has stated that banning plastic bag imports is not a viable solution at this time.
Appearing before the Appointments Committee of Parliament on January 30, he emphasized the need for a strategic and phased approach, focusing on comprehensive dialogue and the development of sustainable alternatives.
“You don’t just ban because there’s a challenge; you need to be looking for alternatives,” he said, warning of dire consequences if a ban is imposed without proper planning.

Muhammed proposed conducting a comprehensive study on plastic management, supporting local industries in producing reusable containers and biodegradable packaging.
He pointed to Rwanda’s success, noting that the country introduced alternatives before implementing its ban. “They stabilized the system before banning it. So I think that is what I will do,” he concluded.
