Minority Demands Withdrawal of Letter Declaring Kpandai Seat Vacant

The minority in Parliament is demanding the immediate withdrawal of a letter officially declaring the Kpandai parliamentary seat vacant, following a High Court order directing a rerun of the constituency’s election.

Parliament on Monday, December 8, 2025, formally notified the Electoral Commission (EC) that the Kpandai seat was vacant and required a fresh poll. The notification referenced a ruling by the High Court in Tamale, which instructed the EC to conduct a rerun after determining that the initial election was flawed.

In a letter dated December 4, 2025, Clerk to Parliament Ebenezer Ahumah Djietror informed EC Chairperson Jean Mensa that the vacancy had taken effect in accordance with the court decision delivered on November 24, 2025. The legal challenge that triggered the ruling listed the Clerk to Parliament as the fourth respondent in the case (Suit Number NR/TL/HC/E13/22/25).

But at Tuesday’s parliamentary sitting on December 9, Minority Chief Whip Frank Annoh-Dompreh strongly rejected the Clerk’s action, describing the letter as “out of place” and “unfortunate.”

“Mr Speaker, there is a letter that was sent into the House to declare the Kpandai seat vacant. That letter is out of place, unfortunate, and goes against the rule of law. We strongly submit that the letter must be withdrawn by Parliament. We in the minority will not agree to the writing of this letter,” he stated.

The minority argues that the communication prematurely declares a vacancy and does not reflect due parliamentary procedure, especially considering ongoing legal interpretations of the ruling.

The disagreement highlights mounting political tension as parties brace for a rerun in the closely contested constituency. Parliament is yet to indicate whether it will retract the letter as demanded.
