What began as a technical solution to fight mobile device fraud is now being hailed as a driver of economic growth and digital transformation. That was the central theme at a dynamic roundtable during the GSMA M360 Eurasia conference on May 20, where regulators, telecom operators, and global experts gathered to discuss Central Equipment Identity Register (CEIR) systems and their expanding role.
Hosted by the GSMA in partnership with SC.Soft, the event spotlighted how IMEI registration—once viewed as a backend enforcement tool—is now being strategically leveraged to boost national revenue, improve public safety, and deepen trust in digital ecosystems.
Uzbekistan’s telecom regulator opened the session with a compelling account of its CEIR deployment, operational since 2019. The system has delivered more than fraud prevention—it has unlocked new revenue streams, streamlined market regulation, and elevated consumer confidence in mobile services.

The country’s experience served as a model for others in attendance, proving that IMEI-based regulation can create long-term structural benefits beyond its original anti-fraud mission.
Representatives from across Eurasia shared how their nations are tailoring CEIR to national priorities. While some focus on revenue assurance and digital security, others are aligning CEIR with broader industrial strategies, such as supporting local device manufacturing and reducing the influx of counterfeit phones.
GSMA experts contributed global insights, including implementation models, tools, and service integrations that have proven successful in other regions.
As the technical partner for the roundtable, SC.Soft brought real-world experience to the table. The company presented a series of CEIR implementations, highlighting the value of having a clear rollout strategy, stakeholder buy-in, and sustainable system design.
“CEIR is not just a system—it’s a policy instrument,” one SC.Soft representative noted. “If deployed correctly, it benefits governments, telecom providers, and citizens alike.”
One of the most forward-looking elements of the discussion was its relevance beyond Eurasia. With CEIR adoption growing in Africa, participants underscored how lessons from the Eurasian region could help African countries avoid common pitfalls and fast-track their digital governance agendas.
Tair Ismailov, GSMA’s Strategy Development Director, framed it best:
“IMEI registration is evolving. It’s no longer a compliance checkbox—it’s a platform for economic empowerment, digital trust, and regional cooperation.”
The roundtable closed with a strong call for inter-country collaboration, especially in regions like the CIS, where cross-border device movement is common. Participants agreed that regional alignment on CEIR policies could enhance efficiency, reduce fraud, and foster interoperability across telecom markets.
