Minister for Roads and Highways, Governs Kwame Agbodza, has announced a sweeping plan to sign 31 major road and bridge construction contracts by the end of August 2025, promising stricter contract enforcement to ensure timely completion and prevent the usual bureaucratic and operational delays that plague Ghana’s infrastructure projects.
Speaking on the Citi Breakfast Show on Thursday, July 31, Agbodza revealed that the Ministry has already secured commencement certificates for all 31 projects and is in the final stages of procurement to select contractors for immediate mobilisation.
“The commencement certificate has been obtained, and we are now in the procurement process to get these contractors to the site,” Agbodza said. “The contract is two years—that is, 24 months from start to finish and handing over.”

In a bold departure from past practices, the minister said the new contracts will include airtight clauses that allow for immediate termination if a contractor delays for more than three months without justification. Contractors will also be required to work 24/7 to meet the project deadlines.
“Unlike the past, we are writing into the contract that if you delay for three months without any justification, we will terminate the work immediately without further notice,” he stated. “You are not compelled to take the project if you have issues with these conditions.”
He added that all contracts are expected to be signed by the end of August, with the exception of the Dambai bridge project, which is still undergoing final design considerations.
The initiative is part of the government’s aggressive push to address deteriorating road infrastructure nationwide, improve regional connectivity, and stimulate economic activity.
