Gov’t to establish ‘Auditors’ Court’ to tackle audit infractions – Ato Forson
The Minister of Finance, Dr Cassiel Ato Forson, has announced plans to establish an “Auditors’ Court” to strengthen oversight of internal auditors and improve accountability in the management of public resources.
The announcement was made during the inauguration of a nine-member Governing Board of the Internal Audit Agency (IAA) on Sunday, June 14, 2026, where the minister outlined a series of reforms aimed at addressing persistent weaknesses in public financial management and reducing waste in the public sector.
Dr Forson said the proposed mechanism would enhance supervision of internal auditors while promoting greater public scrutiny of their work.
The minister also called for tougher sanctions against auditors who fail to discharge their responsibilities effectively, including the possible revocation of licences in cases of professional misconduct.
“We must turn the internal audit agency around and restore it to the purpose for which it was established,” he stated.
According to Dr Forson, recurring infractions highlighted in the auditor-general's reports point to weaknesses in the country’s accountability systems, particularly within the internal audit function.
He stressed the need for urgent reforms to ensure that public institutions comply with financial regulations and that internal auditors are held accountable for lapses in their duties.
“The level of waste is too high, and the Ghanaian taxpayer is losing too much. We need to find a way to fix it,” he said.
The Minister noted that strengthening the internal audit function remains critical to restoring confidence in public financial management and safeguarding public funds.
He further assured the newly inaugurated board of the government’s commitment to supporting reforms within the agency to make it stronger, more independent, and more impactful.
“Your success must be reflected in the auditor-general's report,” Dr Forson told members of the board.
The nine-member board has been tasked with developing strategies to reposition the agency, strengthen its mandate, and improve compliance, risk management, and accountability across the public sector.
Responding on behalf of the Board, Chairperson Professor Joshua Yindenaba Abor described the appointment as a “noble call to duty” and pledged the Board’s commitment to promoting accountability and ensuring value for money in the management of public resources.
Professor Abor assured the minister that the board would work diligently to strengthen the agency and support its efforts to improve governance and financial discipline within the public sector.
