Gov’t Cancels KelniGVG Contract Over Soaring Costs

The Ministry of Communications and Digital Technology has announced it will not renew its contract with KelniGVG, the company managing Ghana’s telecom traffic monitoring platform, once the current deal expires.

Communications Minister Samuel Nartey George made the announcement during a press briefing in Accra on Wednesday, April 9, stating that the cost of maintaining the Common Monitoring Platform (CMP) had become “unsustainable”.

“I wish to announce that on the back of the foregoing, I will NOT be extending the Common Monitoring Platform contract, popularly called KelniGVG, beyond its current terminal date,” Mr George declared.

The CMP, introduced in 2018 to prevent revenue leakages from international inbound telecom traffic, initially took up 28% of revenues. However, the minister disclosed that the cost had ballooned to 84% by October 2024.

“This means the State is paying far more to monitor the revenue than it retains,” he said. “This contract has become unsustainable for the state.”

The $89 million contract has long drawn criticism from civil society groups like IMANI Africa, who questioned its cost-effectiveness. Parliament has also raised red flags about the transparency of its procurement process, and telecom operators have cited technical flaws in its performance.

In response, the minister has tasked the National Communications Authority (NCA) with taking over telecom revenue monitoring.

“I have instructed the NCA to begin to hold itself in preparedness to carry out the revenue assurance platform on its own,” he said, adding that the NCA would first conduct an operational audit of the current system before fully assuming control.

The decision marks a significant policy shift in Ghana’s digital governance strategy and is expected to prompt wider reforms in the country’s telecom oversight regime.
