The Driver and Vehicle Licensing Authority (DVLA) has announced a major shift in Ghana’s vehicle registration system, revealing that from January 1, 2026, licence plates will be issued in the names of individual vehicle owners as part of efforts to enhance road safety and security.
Under the new policy, each vehicle number will be directly linked to its owner, who will be responsible for removing the plate upon transfer of ownership. This means licence plates will now function as personal identifiers rather than permanent fixtures on vehicles.
In a statement issued on October 3, the DVLA explained that the move is designed to strengthen law enforcement and streamline vehicle tracking.

“When vehicles are transferred from the immediate owner, that owner owes a responsibility to himself to take off the number to allow the new owner to go through the process to secure an assigned number to be fixed on the vehicle,” the statement read.
The Authority emphasised that the policy will enable security agencies to easily trace vehicles to their rightful owners, thereby improving accountability within the transport sector.
The directive is expected to help curb crimes involving vehicles with untraceable ownership, reduce fraud in the resale market, and enhance the accuracy of road traffic enforcement.
The DVLA urged vehicle owners to familiarise themselves with the new system ahead of its rollout and to take proper care of their licence plates as they would any personal identification document.
