Does Jinapor want to introduce ‘Goro Boys’ into ECG activities – Minority Questions

The minority in Parliament has raised concerns over the shifting stance of Energy Minister-designate John Jinapor on private sector participation in the operations of the Electricity Company of Ghana (ECG), warning of potential involvement of “Goro Boys” in the utility provider’s activities.

The term “Goro Boys” refers to informal middlemen often associated with corrupt practices, and the minority fears that Jinapor’s evolving position could pave the way for such elements to infiltrate ECG’s operations.

On September 18, 2024, Jinapor criticised private sector involvement in ECG, arguing that it was detrimental to the company and emphasising the need to reduce political interference in its operations.

However, by January 7, 2025, his position appeared to have shifted significantly.

During his vetting process, Jinapor advocated for private sector participation in metering and revenue collection, a stance that has drawn scrutiny from the minority.

Speaking to journalists in Accra on Wednesday, the minority questioned the consistency and intentions behind the nominee’s change in stance. “The nominee’s position on private sector participation in the Electricity Company of Ghana has also shifted dramatically,” they stated. “Does the nominee want to introduce ‘Goro Boys’ into ECG activities? We urge the public to reflect deeply on the implications of these responses.”

The minority stressed the need for accountability and transparency in the energy sector, urging the public to critically assess Jinapor’s responses during the vetting process. They noted that the role of the Minister of Energy is pivotal for the country’s future and called for a commitment to the welfare of all citizens.

Let us not overlook the substance of these answers as we consider the path forward for our energy sector,” the minority added.
