Ayine: We Have Evidence of $2M Overpayment in DRIP Contract

Attorney-General and Minister for Justice Dr Dominic Ayine has stood by his earlier claims of financial irregularities and alleged overpayment involving J.A. Plant Pool (JAPP) Limited under the District Roads Improvement Programme (DRIP) contract.

His reaffirmation follows a strongly worded response from J.A. Plant Pool, which rejected allegations of overpayment, tax evasion, and over-invoicing, insisting that the company had acted within the bounds of the law.

In its statement, JAPP attributed the alleged US$2 million overpayment to what it called a clerical error in government records, explaining that the actual contract value stood at US$178,704,739.50, not US$176 million as reported. The company described Dr Ayine’s public remarks as “unfortunate” and “misleading”, claiming they presented only a partial version of events that risked damaging its corporate reputation.

The firm further denied all claims of tax evasion, asserting that its import processes were properly declared to the Ghana Revenue Authority (GRA) and cleared through bonded warehouses. It also dismissed the over-invoicing allegations, stressing that its contract prices were competitively negotiated and provided value for money to the state.

However, speaking in an interview on Friday, October 24, Dr Ayine reaffirmed his position, maintaining that the Attorney-General’s office had gathered credible evidence to support its claims.

“We have investigated, and we have the evidence,” he said. “If they [J.A. Plant Pool] are making that claim, we’ll come out with the truth.”

He further indicated that his office was prepared to take legal action if the company fails to comply with official demands.

“What I said, I stand by, and if they want to challenge it, they can do so,” Dr Ayine stressed. “If they are not conforming to the demand that I have made, I have the courts to help me to do so.”
