Agbodza: 23 Road Projects Worth GHS14.8bn Inherited Under Big Push

The minister for roads and highways, Governs Kwame Agbodza, has stated that a significant number of projects under the government’s flagship Big Push infrastructure programme were inherited from the previous administration after being abandoned due to funding challenges.

Speaking on the floor of Parliament on Tuesday, March 24, 2026, Mr Agbodza said 23 road projects valued at about GHC14.88 billion, originally awarded by the past government, were later absorbed into the Big Push initiative.

“Mr Speaker, additionally, 23 road projects valued at GHS14.88 billion, which were awarded by the previous administration and abandoned by contractors due to lack of dedicated funding, were absorbed as part of Big Push,” he said, adding, “These projects were novated with a new funding source.”

The minister explained that the Big Push programme itself consists of 12 major economic corridors across the country dubbed the “12 disciples”, which have been divided into 54 lots to promote competition and accelerate delivery.

Among the inherited projects are major road works such as the Suame Interchange, the Takoradi–Agona road dualisation, the Kasoa–Winneba road expansion, and multiple upgrading projects in the Upper West, Oti, and Volta regions.

Agbodza also addressed procurement concerns, noting that sole sourcing can be applied in certain cases, particularly where ongoing projects need to be continued to avoid delays.

“It is globally acceptable to use sole sourcing even in situations where there is the need to extend the implementation of works which were previously competitively procured to speed up completion,” he told parliament.

He added that some of the inherited projects were not originally procured through competitive processes, underscoring the complexities involved in continuing and financing them.
