Withdraw Bill Against OSP – Mahama To Ayariga, Dafeamekpor

President John Dramani Mahama has directed Majority Leader Mahama Ayariga and Majority Chief Whip Rockson Nelson Dafeamekpor to immediately withdraw their Private Member’s Bill seeking to repeal the Office of the Special Prosecutor Act, signalling a firm endorsement of Ghana’s foremost dedicated anti-corruption body.

The President’s directive follows his public reaffirmation of the OSP as a critical institution in the country’s anti-corruption architecture. Speaking at a meeting with the National Peace Council, President Mahama described the effort to scrap the office as premature, insisting that Ghana must strengthen, not dismantle, institutions mandated to fight corruption.

Addressing concerns about the OSP’s performance, President Mahama urged the Office to improve operational efficiency and accelerate the pace of investigations to build public trust.

“I think it is premature to call for the scrapping of the Office of the Special Prosecutor. We should give them time, and I urge the office to speed up with its work,” he said.

His statement directly contradicts the December 8, 2025, Private Member’s Bill introduced by Ayariga and Dafeamekpor, which sought to repeal the OSP law and return all prosecutorial powers on corruption cases to the Attorney-General.

The bill’s sponsors argued that the OSP has struggled with:

  • Structural and constitutional inconsistencies
  • Duplication of prosecutorial duties
  • High operational and administrative costs
  • Limited success in securing convictions over its eight-year existence

However, civil society groups and governance experts warned that scrapping the office could erode Ghana’s anti-corruption momentum.

President Mahama’s intervention reinforces the message that the OSP remains central to the government’s long-term anti-corruption vision. According to the President, removing the office now could send the wrong signal about accountability, transparency, and political will.

He emphasised the need for institutional strengthening, improved resourcing, and enhanced collaboration with other law enforcement bodies.

Presidential Spokesperson Felix Kwakye Ofosu confirmed that the President has formally asked the Majority Leadership to withdraw the bill with immediate effect.

He reaffirmed the administration’s commitment to safeguarding and empowering institutions tasked with combating corruption.
