President John Dramani Mahama has ordered the National Investigations Bureau (NIB) to conduct an immediate investigation into the operations of the National Service Authority following the shocking discovery of 81,885 suspected ghost names on its payroll under the previous government.
The directive follows a headcount of active National Service personnel, which was mandated by the Minister for Finance as part of efforts to validate allowance payments dating back to August 2024.
The audit revealed that only 98,145 personnel were legitimately entitled to allowances—far fewer than the 180,030 names submitted for payment by the previous administration of the Authority.

As a result, the Ministry of Finance has disbursed GHS 226,019,224 to clear the arrears for the verified personnel.
Expressing deep concern over the payroll discrepancies, President Mahama has also instructed the newly appointed leadership of the National Service Authority to implement comprehensive reforms aimed at strengthening internal controls and preventing a recurrence of fraudulent practices.
Felix Kwakye Ofosu, Minister of State for Government Communications and spokesperson for the President, reaffirmed the government’s commitment to tackling corruption and ensuring accountability in public institutions.
“The President has directed the new management of the Authority to undertake urgent reforms to establish robust control mechanisms and prevent the re-emergence of ghost names on the payroll,” he stated.
