President John Dramani Mahama has appointed Abigail Akwambea Elorm Mensah as the Acting Chief Executive Officer (CEO) of the Microfinance and Small Loans Centre (MASLOC).
The appointment was officially communicated in a letter dated February 12, 2025, from the Office of the President, signed by the Secretary to the President, Callistus Mahama, Ph.D.
According to the letter, Mensah’s appointment is pending consultation with the yet-to-be-constituted Council of State, in line with constitutional requirements.

“I write to formally inform you that the President of the Republic of Ghana has appointed you as the Acting Chief Executive Officer of the Microfinance and Small Loans Centre (MASLOC) at the Office of the President pending the required consultation with the yet-to-be-constituted Council of State,” the letter stated.
The letter further congratulated Mensah on her appointment and requested that she formally confirm her acceptance within 14 days.
Additionally, copies of the appointment letter were forwarded to key government officials, including:
- Vice President
- Chief of Staff
- Minister for Youth Development and Empowerment
Mensah’s appointment comes at a time of heightened political discussions surrounding the appointment and dismissal of public service officials.
The decision to appoint a new MASLOC CEO is expected to draw attention, particularly in light of ongoing policy shifts and financial oversight reforms in Ghana’s microfinance sector.
Her leadership at MASLOC will be closely watched as the institution plays a crucial role in providing financial support to small and medium-sized enterprises (SMEs) and vulnerable entrepreneurs across the country.
Once the Council of State is constituted and its consultation process is completed, a final decision on Mensah’s permanent appointment will be determined.
Meanwhile, she is expected to assume her acting role immediately, overseeing MASLOC’s operations and policy direction.
Her appointment reflects the Mahama administration’s commitment to strengthening financial inclusion and boosting support for small businesses as part of its broader economic agenda.
