Parliament Uncaps GETFund to Support Free SHS and Free Tertiary Education for Persons With Disabilities

Parliament has approved the Ghana Education Trust Fund (Amendment) Bill, 2025, effectively removing the cap on GETFund to allow more resources to be directed toward the country’s education sector.

The amendment will now enable GETFund to finance free secondary education, free education for persons with special needs, and free tertiary education for persons with disabilities. It also makes the GETFund levy input tax deductible for businesses.

Speaking ahead of the passage of the bill on Thursday, December 11, the Minister of Education, Haruna Iddrisu, said the reform guarantees sustainable funding for the Free SHS programme.

According to him, although the Free SHS policy was introduced in 2018 under former President Nana Addo Dankwa Akufo-Addo, it did not have a dedicated funding source. The removal of the cap, he explained, ensures a stable financial base for its continuation.

He noted that Finance Minister Dr Cassiel Ato Forson’s decision to uncap the Fund would make additional resources available for education, particularly at the secondary and tertiary levels.

The Education Minister also highlighted that the amendment provides significant support for persons with disabilities.

He said any student with a disability who gains admission into a tertiary institution will now receive government support throughout their studies.

The government says the amendment reinforces its commitment to inclusivity, equal opportunity, and reducing financial pressure on families across the country.
