OSP Slaps 78 Charges on Ken Ofori-Atta, Former GRA Bosses and SML Officials
The Office of the Special Prosecutor (OSP) has filed a total of 78 criminal charges against eight individuals, including former Finance Minister Ken Ofori-Atta, following extensive investigations into the controversial revenue assurance contracts between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML).
The high-profile accused persons include two former GRA Commissioner-Generals, Dr Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, as well as senior GRA officials Isaac Crentsil and Kwadwo Damoa. Others charged are Ernest Akore, a former technical advisor at the Ministry of Finance; Evans Adusei, owner of SML; and the company itself, SML.
The move follows months of painstaking investigations by the OSP into what has become one of the most contentious procurement and revenue protection deals in recent years.

According to Special Prosecutor Kissi Agyebeng, the evidence compiled by his office “points to criminal conduct” in the negotiation, approval, and execution of the multi-million-dollar contracts. He noted that the findings reveal alleged corruption, abuse of office, and procurement breaches perpetrated by key actors involved in the agreement.
Among the charges is conspiracy to influence the procurement process to gain an unfair advantage, a serious offence under Ghana’s procurement laws. The OSP alleges that decisions taken during the contract processes deliberately skewed the system in favour of SML, in violation of established procedures.
The filing of the charges marks a major escalation in the ongoing saga, setting the stage for what is expected to be a landmark prosecution involving top government appointees and revenue officials.
The accused persons are expected to make their first court appearances in the coming days as the OSP moves to prosecute the case.
