OSP Charges Paul Adom-Otchere Over Non-Competitive GACL Contract; Remains in Custody Over Bail Conditions

The Office of the Special Prosecutor (OSP) has formally charged former Board Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere, along with two others, over a controversial revenue assurance contract allegedly awarded without competitive procurement processes.

In a statement issued today, Wednesday, July 31, the OSP revealed that Adom-Otchere has failed to meet his bail conditions, which require him to provide two landed properties registered in his name in Ghana. He has since informed investigators that he does not own any such properties locally and, as a result, remains in custody until further notice.

Also charged are Otchere Kwame Baffour Awuah, Group Executive of Commercial Services at GACL, and Albert Adjetey Adjei-Laryea, the Chief Executive Officer of Devnest Systems. The trio faces charges in relation to a contract allegedly awarded by GACL to a private firm linked to Strategic Mobilisation Ghana Limited (SML), without the mandatory approval of the company’s board.

The OSP suspects breaches of procurement law, including sole-sourcing practices that bypassed standard competitive procedures.

“Mr. Adom-Otchere has so far been unable to meet his bail conditions. He is required to present two landed properties… However, he has informed the OSP that he does not own landed property in Ghana. As a result, he remains in custody until the bail terms are satisfied,” the OSP said in its official statement.

The case forms part of a broader investigation into public sector contracts awarded under questionable circumstances. SML, in particular, has been in the spotlight for its dealings with the Ghana Revenue Authority (GRA), sparking concerns over transparency, accountability, and value for money.

The Ghana Airports Company Limited, a state-owned enterprise, oversees the operations of major airports in the country, including Kotoka International Airport in Accra.
