The Narcotics Control Commission (NACOC) has announced plans to begin implementing Ghana’s licensing regime for the cultivation of cannabis for medicinal and industrial purposes.
The Commission said the move follows Parliament’s approval of the regulatory and cost framework required to operationalise controlled cultivation, processing and use of cannabis containing tetrahydrocannabinol (THC) levels not exceeding 0.3 per cent.
In a press release signed by Francis Opoku Amoah, Acting Director of Public Affairs and International Relations, NACOC indicated that licences will be issued only to qualified entities that meet strict regulatory standards.

According to the Commission, prospective licensees must satisfy key requirements, including the establishment of robust security protocols, reliable product traceability systems, comprehensive quality assurance standards, and full compliance with all applicable laws and regulations.
NACOC cautioned prospective applicants to engage directly and exclusively with the Commission through its Cannabis Regulations Department (CRD). It warned against dealing with individuals, groups or associations that claim to facilitate the licensing process.
Applicants have also been urged to follow only officially approved procedures and guidelines to avoid falling victim to fraud.
The Commission emphasised that recreational cannabis use remains illegal in Ghana, stressing that the new framework is strictly limited to medicinal and industrial applications under controlled conditions.
To ensure effective implementation, monitoring and enforcement, NACOC said it will collaborate closely with key state institutions, including the Ministry of the Interior, the Ghana Standards Authority, and the Food and Drugs Authority.
The Commission reaffirmed its commitment to safeguarding public health and safety while supporting lawful innovation and industrial development in the country.
The rollout of the licensing regime marks a significant step in Ghana’s efforts to regulate cannabis use within a structured legal framework while opening opportunities for regulated economic activity.
