Mohammed Muntaka Mubarak, the Minister-Designate for the Interior, has reaffirmed his commitment to the prompt enactment of the Narcotics Control Commission Amendment Bill 2023.
The bill, once passed, will empower the Ministry of Interior to issue licenses for cannabis cultivation, leveraging its industrial, medicinal, and economic potential.
Speaking during his vetting by Parliament’s Appointments Committee on Friday, January 24, Muntaka emphasised the transformative potential of the legislation.
He vowed to consult extensively with President John Dramani Mahama, experts, and members of Parliament to ensure a smooth and comprehensive legislative process.
“The board will be there, and the president will be made aware of the law, and I believe that once it is in tandem with his vision, you can be rest assured that I will lay it without delay,” he stated.
The Narcotics Control Commission Amendment Bill 2023 marks a progressive step in Ghana’s cannabis regulation framework. By introducing a licensing regime, the legislation seeks to position Ghana as a regional leader in harnessing cannabis for economic growth, medical research, and industrial applications.
Muntaka also pledged to engage widely with stakeholders, including the Narcotics Control Commission, civil society organisations, healthcare professionals, and traditional authorities, to ensure the bill is inclusive and addresses public concerns.
Recognising the global shift toward the regulated use of cannabis, the nominee stressed the importance of aligning the bill with international best practices. He expressed confidence in his ability to navigate the legislative process swiftly and effectively.
“I know my way around this House, and I know how to get things done,” he assured the committee, underscoring his determination to see the bill enacted without unnecessary delays.
The proposed legislation is expected to open new avenues for economic growth, job creation, and innovation in the medicinal and industrial use of cannabis, making it a potential game-changer for Ghana.
