The Minority Caucus in Parliament has issued a stern warning to Attorney-General and Minister for Justice Dr. Dominic Ayine, demanding a reversal of his decision to discontinue the criminal case against former Finance Minister Dr. Kwabena Duffour and seven others—or face legal action.
Dr. Ayine recently filed a nolle prosequi, effectively halting the prosecution without explanation in the high-profile case of The Republic vs. Dr. Duffour & Others, a move that has sparked outrage among opposition legislators.
Speaking at a press conference, Kwame Anyimadu-Antwi, MP for Asante Akyem Central and Ranking Member on the Constitutional, Legal, and Parliamentary Affairs Committee, accused the Attorney-General of a potential conflict of interest. He cited Dr. Ayine’s past legal representation of both Dr. Duffour and Unibank as grounds for ethical concern.

“This is deeply troubling,” Anyimadu-Antwi said. “Parliament, and especially the Constitutional, Legal, and Parliamentary Affairs Committee, must summon the Attorney-General to publicly explain this decision.”
The minority further called on the General Legal Council and the Ghana Bar Association to investigate the matter, pointing to possible violations of legal ethics and professional conduct.
“All patriotic Ghanaians must stand up against what appears to be the erosion of justice and the dangerous politicization of the prosecutorial process,” he urged.
Anyimadu-Antwi warned that the Minority would explore legal avenues if the decision is not reversed within a reasonable time.
“Let this press conference serve as formal notice to the Attorney-General. If he does not reverse this decision, the minority will take legal steps to challenge it fully,” he declared.
He ended with a strong call for judicial transparency:
“Justice must not only be done, but it must be manifestly seen to be done.”
