Majority of ORAL Cases Need Auditing to Confirm Wrongdoing – Domelevo
The Operation Recover All Loot (ORAL) team has emphasized the need for comprehensive financial and procurement audits to establish wrongdoing in the corruption-related cases presented to President John Dramani Mahama on Monday, February 10.
The team’s report, which details over 2,417 corruption-related cases across various sectors, underscores the necessity of independent forensic audits before any legal action can be pursued.
During an interview on the Citi Breakfast Show on Tuesday, February 11, Daniel Domelevo, a member of the ORAL team and former Auditor-General, stressed that the team’s primary function was to collect and compile information, not to conduct investigations.

“The President promised he was going to recover all loot, and after the elections, he was inundated by messages of reported corruption. He thought it wise to assemble a team to gather this information,” Domelevo explained.
“What we presented yesterday covered corruption and corruption-related cases, financial fraud, and procurement breaches. However, the bulk of these cases require auditing to determine whether they indeed involve procurement breaches or financial malfeasance.”
He further clarified that ORAL lacks the legal mandate to carry out investigations, making it imperative for designated agencies to conduct forensic audits before moving forward with prosecutions.
“We didn’t do any investigation. We don’t have the mandate to investigate; ours was to collect information,” Domelevo reiterated.
The ORAL report has sparked significant public discourse, with many calling for swift action to ensure accountability. While President Mahama has pledged to pursue all legitimate cases of corruption, experts and civil society organizations insist that due process must be followed to ensure that justice is served.
As the government moves to operationalize the findings of ORAL, attention now shifts to the Attorney General’s office and the relevant investigative bodies to determine the next steps in addressing corruption and financial misconduct in the country.
