The Minister for Youth Development and Empowerment, George Opare-Addo, has announced a comprehensive review of the sanitation module under the Youth Employment Agency (YEA) as part of a broader reassessment of the agency’s programmes.
Speaking on Channel One TV’s The Point of View with Bernard Avle, the minister disclosed that the review would commence following the swearing-in of a new YEA Board on Wednesday, May 7, 2025.
“One of the key things I will ask the board to do immediately is to review all the modules under the YEA to assess their impact and determine how effectively they have contributed to youth development,” Opare-Addo said.

He revealed that the YEA currently has no existing contract with waste management company Zoomlion Ghana Limited, which had previously partnered with the agency under the sanitation module.
“Currently there’s no contract with Zoomlion. We’ll assess the sanitation module’s impact to decide whether to maintain the current setup. But we will open up the process to competitive bidding, and I can guarantee that,” he said.
Opare-Addo indicated that future tenders for the sanitation programme will be conducted on a regional basis, offering opportunities to a broader range of service providers across all 16 regions of Ghana.
“It will be done on a regional basis, so the tender will be done across all 16 regions,” he added.
The announcement comes amid calls from the Parliamentary Committee on Sanitation urging the government to retain Zoomlion’s contract with the YEA.
The committee argues that the company’s longstanding role in the programme has been instrumental in providing jobs and improving sanitation nationwide.
