FULL LIST: Bank of Ghana Blacklists 20 Unlicensed Loan Apps
The Bank of Ghana (BoG) has intensified its crackdown on illegal digital lending, warning the public against engaging with 20 unlicensed digital credit service providers operating in the country.
It has, therefore, directed and regulated financial institutions not to facilitate their activities.
In a public notice issued on Monday, 3, 2026, the central bank said the entities continue to offer digital loans to Ghanaians through mobile applications and other digital platforms without the required licence or authorisation.
The practice, it says, is in breach of the Directive for Digital Credit Service Providers in Ghana, which took effect in September 2025.
According to the Bank, the continued operations of these digital lenders pose significant risks to consumers, particularly in the areas of data privacy, consumer protection and regulatory compliance.
The Bank identified the unlicensed loan applications as:

“The general public is therefore strongly advised not to engage with unlicensed loan providers. Banks, Specialised Deposit-Taking Institutions (SDIs), and Payment Service Providers (PSPs) are also cautioned against facilitating or processing transactions on behalf of unlicensed loan providers”, the statement added.
The Bank of Ghana says it will continue working with relevant state institutions to identify, investigate and take enforcement action against illegal digitaproviders,"o protect consumers and preserve confidence in Ghana’s financial system.
It is also encouraging members of the public to report the activities of unlicensed loan providers directly to the bank as part of efforts to curb illegal digital lending and promote a safer, more transparent digital finance ecosystem.
