Ex-NSB Director Arrested Over $7 Million Cyber Defence Contract Fraud

The Attorney-General and Minister of Justice, Dominic Ayine, has disclosed that the arrest of Kwabena Adu-Boahene, former Director-General of the National Signals Bureau (NSB), stems from his alleged involvement in financial misappropriation linked to a $7 million cyber defence system contract.

Speaking at a press conference on Monday, March 24, Mr Ayine detailed the circumstances leading to Adu-Boahene’s apprehension. The former NSB director is accused of diverting public funds intended for the procurement of cybersecurity infrastructure, a move that has raised serious concerns about financial accountability in the security sector.

The contract in question was designed to enhance Ghana’s ability to detect and counter cyber threats, data breaches, and digital espionage. However, preliminary investigations indicate that funds allocated for the project were redirected for personal use rather than their intended purpose.

According to the Attorney General, Adu-Boahene, in his capacity as Director of the NSB, signed the contract on January 30, 2020, on behalf of the Government of Ghana and the National Security Ministry. The agreement was entered into with an Israeli firm, RLC Holdings Limited, which was responsible for supplying the cyber defence system software.

Despite the project’s strategic importance, Mr Ayine revealed that Adu-Boahene engaged in unauthorised financial transactions. On February 6, 2020, just days after the contract was signed, he allegedly transferred an initial sum of GH₵27.1 million from the NSB’s Fidelity Bank account into a private account at UMB belonging to BNC, a company he co-owned with his wife. The transaction was officially documented as payment for the cyber defence system software.

However, further investigations revealed that the funds were funnelled into Adu-Boahene’s personal business rather than being used for the national cybersecurity project. Authorities suspect that these illicit transactions were used to finance the acquisition of several landed properties both in Ghana and abroad.

“In his capacity as Director of the National Signals Bureau, Mr Adu-Boahene on January 30, 2020, signed a contract on behalf of the government of Ghana and the National Security Ministry with an Israeli company, RLC Holdings Limited, for the purchase of a cyber defence system software at a cost of $7 million. However, investigations have shown that the money was misappropriated,” Mr Ayine stated.

He further confirmed that Adu-Boahene and his wife remain in custody as authorities intensify efforts to track other suspects linked to the case.

The Attorney-General assured the public that the government remains committed to tackling financial malfeasance and reinforcing oversight mechanisms to curb corruption in state institutions. He reiterated that measures would be put in place to prevent such financial irregularities in the future.
