DVLA Boss Backs Plan to Formalise Operations of ‘Goro Boys’
The Chief Executive Officer of the Drivers and Vehicle Licensing Authority (DVLA), Julius Neequaye Kotey, has defended his proposal to integrate “goro boys”—unofficial middlemen who assist with vehicle registration and licensing services—into a regulated system.
Speaking on the Hot FM Morning Drive, Kotey argued that formalising the activities of these informal agents could enhance efficiency and transparency in the licensing process.
He acknowledged that the persistent challenge of illegal middlemen necessitated a new approach, emphasising that not all agents would be absorbed, but a structured framework would be beneficial.

“Why don’t we regularise what they do? We have been fighting them for years, and the story remains the same. Why don’t we bring them on board and regulate their activities? I’m not saying we need to employ all of them, but we have to bring them on board and formalise what they do,” Kotey stated.
He explained that under the proposed system, certified agents would operate within defined guidelines, including regulated fees. “We will tell them, as agents, you cannot charge beyond a certain amount. This is exactly what the ultra centre is doing – we can use language to manage this,” he said.
Kotey further noted that training would be provided to ensure agents operate within the law, similar to how port agents are regulated. “There will be a clear-cut point on what they must and must not do,” he added.
The proposal has sparked mixed reactions from the public, with some supporting the idea as a way to address corruption and inefficiency, while others argue that it could legitimise extortion. The DVLA boss, however, remains confident that a well-structured approach could help curb illegal practices and streamline the licensing process.
