The Speaker of Parliament, Alban Sumana Kingsford Bagbin, has launched a groundbreaking scholarship initiative designed to equip Members of Parliament (MPs) and Parliamentary Service staff with advanced academic and leadership training.
The scheme, developed in partnership with Noble International Business School (NiBS), will provide beneficiaries with scholarships for doctoral programmes in leadership, governance, business administration, and public sector innovation.
The launch took place at Parliament House on Monday under the theme “Empowering Governance Through Advanced Scholarship”.

Delivering the keynote address, Speaker Bagbin underscored the critical role of knowledge in effective leadership.
“Empowered governance is not achieved through power alone; it is achieved through knowledge, reflection, and moral courage,” he said.
He stressed that the quality of Ghana’s democracy depends heavily on the intellectual capacity of those steering it.
“If we are to build a Parliament that reflects the aspirations of our people, then we must invest in the intellectual and professional growth of those who serve,” he added.
Bagbin noted that continuous training was essential for MPs to analyse complex national issues, engage in evidence-based policymaking, and provide meaningful representation for their constituents.
The scholarship initiative builds on an earlier commitment made by NiBS.
On June 18, 2025, the university launched a $108,000 scholarship programme in the Speaker’s name to support MPs and parliamentary staff.
Professor Kwaku Atuahene-Gima, Founder and President of NiBS, explained that the funding would support 20 beneficiaries each year.
He said the scholarships were designed to strengthen essential parliamentary skills and deepen democratic practice.
However, he noted that applicants must have their forms endorsed by the Speaker.

The Speaker provided further details when he formally announced the scheme to MPs on June 26.
The scholarships cover a range of advanced programmes, including:
- PhD in Business Administration
- Doctor of Business Leadership
- Doctor of Public Sector Innovation and Leadership
The monetary value of the scholarships ranges from $1,399 to $7,599, depending on the programme.
Bagbin said the scheme will:
- Promote lifelong learning among MPs and Parliamentary Service staff
- Strengthen policy research and legislative analysis
- Improve institutional capacity
- Bridge the gap between academia and governance
“This scholarship is a testament to NiBS University’s commitment to promoting academic advancement and capacity building,” the speaker said.
According to the Speaker, the long-term impact of the initiative will be profound, as the advanced knowledge and skills acquired by MPs and staff will directly shape policy formulation, governance quality, and national development.
“Investment in knowledge and research is key to shaping policies that benefit citizens,” he emphasised.
“Advanced scholarships empower governance, strengthen institutions, and promote ethical and inclusive leadership.”
Parliamentarians and staff have widely welcomed the scholarship scheme, describing it as a much-needed opportunity to enhance their competence and contribute more effectively to Ghana’s development.
They praised Speaker Bagbin and NiBS for their commitment to promoting a culture of continuous learning and informed policymaking within the legislature.
