Abena Osei Asare Calls For Separate Funding For Health Infrastructure

Former Deputy Minister of Finance Abena Osei Asare has called on the government to establish a dedicated funding initiative to address Ghana’s critical health infrastructure needs, separate from the Ministry of Health’s annual budget.

Ms Osei Asare made the appeal on Sunday while handing over a newly constructed two-storey, four-bedroom apartment to doctors at the Akyem Enyiresi Government Hospital.

She argued that Ghana’s health sector requires substantial investment in infrastructure to complement its routine budgetary allocations.

Citing the successful Big Push initiative for road infrastructure as a model, she said, “In the Big Push, a substantial allocation was made to support road projects outside the normal budget for the Roads Ministry. A similar approach for health infrastructure would go a long way in addressing the critical gaps we face.”

The former minister highlighted the structural constraints of the current health budget, noting that approximately 85 per cent of allocations are consumed by salaries and compensation, leaving limited resources for the development of health facilities.

“If you look at the allocation, 85 per cent is committed to salaries, leaving very little to address the health infrastructure gap,” she said. “A separate funding initiative would allow for meaningful investment in health facilities nationwide, ensuring that healthcare workers and patients alike benefit from improved infrastructure.”

The handover of the apartment at Akyem Enyiresi Government Hospital is part of broader efforts to enhance living and working conditions for medical personnel, with the hope that better accommodation will boost staff morale and retention in the region.

Ms Osei Asare’s call underscores the urgent need for strategic investment in Ghana’s healthcare system to ensure that hospitals, clinics, and personnel are adequately supported to meet the country’s growing healthcare demands.
