Your Silence Enables Bad Laws – Haruna to HR Professionals

Minister of Education Haruna Iddrisu has called on the Chartered Institute of Human Resource Management (CIHRM) to take a more active and assertive role in Ghana’s legislative processes, stressing the importance of professional bodies in shaping effective public policy.

Speaking at the 2025 CIHRM Conference held in Accra under the theme “Regulating HRM in Ghana: Standards, Ethics and Sustainability”, the minister urged the institute to critically engage with national legislation and contribute expert insights to ongoing policy debates.

“Parliament is passing legislation—where do you stand, and what role do you play?” he questioned. “Do you even analyse these bills, provide feedback, or demand that CIHRM be represented on relevant policymaking boards?”

Haruna Iddrisu pointed to Article 106 of the 1992 Constitution, which requires every bill to be gazetted for public scrutiny and feedback—a legal window that he believes many professional bodies, including CIHRM, have largely overlooked.

“When you hold back and do not contribute, you only help us pass bad laws,” he stated bluntly.

He challenged the human resource management community to move beyond conferences and certification and actively leverage their professional expertise to influence labour, education, and employment-related policies.

The minister’s remarks come at a time when Ghana’s labour market is undergoing reforms amid efforts to boost productivity, youth employment, and ethical HR practices. He underscored that the HR profession’s ethical standards and practical knowledge are critical to ensuring that new laws align with both workforce realities and national development goals.

“We cannot talk about sustainable development or decent work without involving those who manage human capital,” Haruna added.

The CIHRM Conference brought together HR professionals, policymakers, academics, and industry leaders to explore ways to standardise HR practice in Ghana while promoting ethical leadership and sustainable business practices.
