Former National Lottery Authority (NLA) Director-General and prominent New Patriotic Party (NPP) figure, Hon. Sammi Awuku, has launched a scathing critique of the Mahama-led administration over recent tax and utility price hikes, describing the economic burden as a “day of reckoning” for Ghanaians.
Taking to Facebook on Tuesday, Awuku expressed outrage at the implementation of the Energy Sector Levy (Amendment) Act, 2025—popularly dubbed the “Dumsor Levy”—and successive increases in electricity and fuel prices.
“In May 2025, electricity tariffs rose by 14.75%, water tariffs by 4.02%, and now there is another 2.45% electricity hike this month. That’s a total of 17.2% in less than three months,” Awuku wrote. “And as if that’s not enough, here comes the D-Levy. Call it the Death Levy, Demolition Levy, or just plain Disrespect—it fits.”

The new levy imposes a GH¢1 tax per litre of fuel, a move that has sparked widespread concern among drivers and industry players. Awuku slammed the policy as disproportionately punitive, especially when compared to the controversial E-Levy introduced under the previous NPP administration.
“E-Levy was a 1% tax on mobile money transfers above GH¢100. At least it had a threshold. This D-Levy? You pay GH¢1 per litre no matter what. Even if you buy GH¢12 of fuel, you’re taxed. It’s like saying, ‘Thank you for suffering—here’s more.’”
He further pointed to fuel price hikes on July 2, citing a 2% increase in petrol and 5% in diesel, attributing the surge to COMAC’s pricing projections.
Awuku didn’t spare the government’s justification for the new taxes, questioning the ballooning size of government and alleged fiscal waste.
“If the government is really serious about cutting costs, they should shut down the private fuel pump at the presidency. And let’s ask ourselves—who qualifies as a government appointee? Because the list keeps growing like a family WhatsApp group.”
He ended his post with a caustic metaphor about the country’s direction under the current administration:
“We really traded our flat screen TV for a black and white box. What a time. Good morning, Ghanafo.”
