Stop Charging ‘Toilet Fees’ for Usage of Washrooms in Hospitals – Ghana Health Service to Directors

The Ghana Health Service (GHS) has ordered an immediate end to the collection of fees for the use of washrooms in all its facilities nationwide.

In a circular issued on April 16, 2025, and signed by the acting director general, Prof. Samuel Kaba Akoriyea, the GHS expressed concern over reports that some of its health facilities were charging patients and visitors between GH¢0.50 and GH¢2.00 to access public washrooms — a practice commonly seen across many parts of Ghana but deemed inappropriate within healthcare settings.

According to the circular, regional directors of the GHS have been tasked to ensure strict compliance with the new directive, warning that heads of facilities who fail to stop the practice will face sanctions.

The GHS emphasised that hospital washrooms are a crucial part of the healthcare environment and must remain freely accessible to promote patient comfort and hygiene.

“The washrooms must at all times be kept clean and comfortable to prevent the risk of infection, improve the perception of patient care quality, and increase patient satisfaction,” the statement read.

Prof. Akoriyea stressed that the washroom facilities are part of the overall healthcare infrastructure and should not be turned into revenue-generating points at the expense of patient welfare.

“Kindly bring this to the notice of heads of facilities for strict compliance,” the GHS instructed.

The directive has been widely welcomed by health advocates and patient rights groups, who have long argued that basic amenities in hospitals, especially sanitation facilities, should be free of charge.

The GHS move is seen as part of a broader push to enhance the quality of patient care and uphold public health standards across the country’s healthcare system.
