The government of President John Dramani Mahama has officially launched a comprehensive Code of Conduct aimed at shaping the behaviour of political appointees and strengthening public trust in governance.
Unveiled on Monday, May 5, 2025, the document forms a central part of the administration’s governance reform agenda, focused on enhancing transparency, professionalism, and ethical standards within the executive arm of government.
Speaking at the launch, President Mahama emphasised that the Code embodies the core values his government expects from appointees—integrity, honesty, impartiality, decency, incorruptibility, competence, and professionalism. “All conduct must be able to withstand the closest public scrutiny,” he declared.

The Code applies not only to cabinet ministers but also to deputy ministers, presidential staffers, chief executive officers and deputies of state and parastatal agencies, members of the Council of State, and other political appointees. It is designed to ensure that public officials conduct themselves in a manner that preserves the dignity of their office and the public’s confidence in government.
The guidelines explicitly outline expectations, urging appointees to be humble, open to constructive criticism, and respectful in both speech and action—even under provocation. Officials are further required to safeguard the integrity and reputation of their offices, avoid conflicts of interest, and refrain from rudeness or offensive behaviour.
This new framework is seen as a key pillar of President Mahama’s broader commitment to ethical leadership and public sector accountability.
