President Mahama Appoints Hon. Sylvester Mensah as Acting CEO of Ghana Export–Import Bank

President John Dramani Mahama has appointed Hon. Sylvester Adinam Mensah as the acting Chief Executive Officer of the Ghana Export–Import Bank (GEXIM).

Hon. Mensah will oversee GEXIM’s mission to support Ghana’s transition to an export-led economy in line with the Ghana Export-Import Bank Act 2016 (Act 991).

He will lead initiatives to promote trade between Ghana and other countries, foster overseas investments by Ghanaian companies, and address market inefficiencies to enhance Ghana’s global competitiveness.

An accomplished finance professional and former senior banker, Hon. Mensah brings a wealth of expertise in public sector banking, fund management, strategic financial management, and governance.

Key highlights of his career include:

  • Serving as Head of Public Sector Banking at Intercontinental Bank (Ghana) Ltd, where he developed credit risk frameworks and provided strategic advisory services.
  • Leading reforms as Chief Executive of the National Health Insurance Authority (NHIA), significantly enhancing the efficiency and scope of Ghana’s health insurance system.
  • Representing the La Dadekotopon Constituency as a Member of Parliament.

Currently, Hon. Mensah is a senior lecturer at the University of Professional Studies, Accra (UPSA), and an adjunct lecturer at Nobel International Business School.

His academic credentials include a Bachelor of Science degree from the University of Ghana Business School and an MBA in Finance from the University of Leicester, UK. A Fellow of the Institute of Business Consulting (UK) and a Certified Strategy Professional, Hon. Mensah has over 20 years of experience in strategy and financial management.

His appointment is expected to steer GEXIM toward becoming a key driver of Ghana’s economic transformation through strategic export and trade development initiatives.
