Parliament Passes ‘MahamaCares’ Bill to Strengthen Ghana’s Healthcare Financing Syste
Parliament has passed the Ghana Medical Trust Fund Bill, 2025—popularly referred to as MahamaCares—in a landmark move to reinforce the country’s healthcare financing system and expand access to urgent medical services for low-income citizens.
The bill, approved on Tuesday, July 22, establishes a dedicated fund that will provide financial support for emergency care, critical treatment, and other essential health interventions, particularly for vulnerable individuals unable to afford care through conventional systems.

The legislation experienced initial resistance from the Minority Caucus, who opposed its laying on Monday, July 21. However, after extensive deliberations, the minority softened its stance, allowing the bill to proceed through the necessary legislative stages. It advanced to the consideration stage and ultimately received unanimous approval from the House.
Under the provisions of the bill, the Ghana Medical Trust Fund will be financed through a multi-source structure. Funding will come from a designated portion of the national budget, voluntary contributions from individuals and corporate entities, and support from international donors.
The initiative is designed to complement and plug funding gaps in the existing National Health Insurance Scheme (NHIS), providing a robust safety net for Ghanaians who are often excluded from public healthcare support due to financial or systemic constraints.
To ensure transparency and effective administration, the legislation mandates the creation of a Board of Trustees. This board will oversee the fund’s operations, enforce accountability mechanisms, and prevent the misappropriation of resources.
The implementation phase is expected to begin in the coming months, contingent on presidential assent and the rollout of administrative frameworks to operationalise the fund.
