Parliament has passed the landmark Social Protection Bill, 2025, paving the way for the establishment of a Social Protection Fund aimed at delivering equitable and accessible social services to Ghana’s most vulnerable citizens.
The bill, passed on Thursday, July 31, despite strong resistance from the minority, sets a legal framework for consolidating and regulating all government-backed social protection programs. It is expected to bring lasting reforms to the way the state supports the poor, elderly, and marginalised.
The passage came a day after heated debate on the floor of Parliament, with Minority MPs challenging the legitimacy of the proceedings, citing a lack of quorum on Wednesday, July 30. Their objections, however, did not stop the bill from advancing.

The newly established Social Protection Fund will serve as a dedicated financial mechanism for emergency response and the mobilisation of funds to support critical interventions. These include the Livelihood Empowerment Against Poverty (LEAP), the Ghana School Feeding Programme, Basic Education Capitation Grants, and the National Health Insurance Exemption Scheme, among others.
Minister for Gender, Children, and Social Protection Agnes Naa Momo Lartey lauded the bill as a transformative milestone.
“This bill will give legal backing and strengthen the regulations of many social intervention initiatives in the country,” she said during deliberations.
She emphasised that the legal framework will enhance accountability, streamline coordination among agencies, and guarantee consistent financing of social safety nets for the underprivileged.
The bill is also expected to institutionalise monitoring and evaluation systems across all social protection programs, ensuring that government interventions reach their intended beneficiaries and are shielded from political interference or inefficiencies.
