President John Dramani Mahama is expected to sign the Electronic Transfer Levy (E-Levy) Repeal Bill into law by Wednesday, April 2, 2025, effectively abolishing the controversial tax on electronic financial transactions.
Speaking on JoyNews’ PM Express on Wednesday, March 26, Deputy Finance Minister Thomas Nyarko Ampem explained that while Parliament has passed the bill, it is yet to be formally transmitted to the President for his signature.
“Parliament is still in session, and so I doubt the Clerk has been able to transmit what we are doing to the President. There are a number of other bills under consideration, so if they manage to do that, it will have to be tomorrow or the day after,” he noted.

Once President Mahama assents to the bill, the Finance Ministry will immediately direct the Ghana Revenue Authority (GRA) to stop collecting the E-Levy, ensuring a swift transition.
“I understand the president may be out of town tomorrow, and so all things being equal, by Wednesday, he will assent to the bill. Once that happens, the Finance Ministry will instruct the GRA to discontinue the levy collection immediately,” Mr. Ampem assured.
According to him, the GRA is already prepared for the transition, and once the bill is signed, implementation will be swift and seamless.
“My discussions with the Commissioner General indicate that as soon as the President assents, they will take steps to comply,” he added.
The repeal of the E-Levy has been met with widespread public approval. Introduced in 2022 under the previous New Patriotic Party (NPP) administration, the 1.5% tax on electronic transactions—later reduced to 1%—was heavily criticised for discouraging digital transactions and increasing financial burdens on citizens.
Mr. Ampem further hinted that the repeal will take effect before Friday, April 4, ensuring that Ghanaians feel the impact as soon as possible.
“I’m sure it will take effect before next week Friday,” he concluded.
With Mahama’s anticipated assent to the bill, Ghana is set to see a boost in digital transactions and financial inclusivity, as the removal of the tax is expected to encourage more electronic payments across the country.
