Mahama: Gov’t to Refund Academic Fees for All First-Year Tertiary Students from September

President John Dramani Mahama has announced that his administration will refund academic fees for all first-year tertiary students set to begin their studies in September 2025.

The bold move, part of the government’s commitment to equitable access to education, was disclosed during a vibrant rally at Jackson Park in Koforidua on Sunday, July 20, as part of his nationwide “Thank You Tour.”

Addressing a packed crowd of supporters, President Mahama said the necessary funds had already been secured to implement the initiative.

“In September, the new batch of first-year students who will be enrolled will have their money ready to be reimbursed for their academic fees,” he declared, prompting loud applause.

The fee reimbursement falls under the government’s flagship No Fees Stress policy—a targeted intervention designed to eliminate financial barriers for students from low-income and vulnerable households. The initiative aligns with the Mahama administration’s broader human capital development agenda, a central pillar of his 2024 campaign platform.

President Mahama emphasised that the policy is not just about expanding access to education but also about building an inclusive and equitable future for all Ghanaians.

In addition to the fee support, the president revealed that his government had cleared six months’ worth of unpaid allowances owed to students in nursing and teacher training colleges.

“We have also paid six months’ arrears of allowances for students at the nursing and teacher training colleges,” he stated. “We promise that they will receive their allowances every month.”
