Kwakye Ofosu: Cabinet Has Not Approved Any Sports Levy

The Government of Ghana has categorically denied claims that Cabinet has approved a new “Sports Levy” to finance the proposed National Sports Development Fund, calling the reports “false and misleading.”

The clarification came from Mr Felix Kwakye Ofosu, Minister of State in charge of Government Communications and MP for Abura-Asebu-Kwamankese, in a Facebook post on Friday, October 10.

The statement follows days of speculation triggered by comments attributed to a member of the Ghana Olympic Committee (GOC), which suggested that a new levy was the principal funding source for the soon-to-be-established Fund.

“For the avoidance of doubt, NO such levy has been proposed, and neither has the same been approved by the Cabinet,” Mr Kwakye Ofosu wrote.

He explained that the Cabinet has approved a proposed bill for the establishment of a Sports Development Fund, which will soon be laid before Parliament. The bill, he said, represents a critical policy step to address Ghana’s long-standing sports financing challenges.

Mr Kwakye Ofosu further assured the public that the Fund will be financed through existing non-tax revenue streams within the sports and gaming ecosystem — not through new levies or taxes.

The Fund, expected to be operational by the first quarter of 2026, aims to ensure sustainable and predictable financing for grassroots sports development, facility maintenance, and support for national teams and disciplines, including football, athletics, and boxing.

By issuing this clarification, the government has sought to separate the Sports Fund initiative from any proposals for new direct levies, calming public concerns over potential new tax burdens.
