The government has decided to reassign Samuel Adom Botchway from his position as Registrar of the Births and Deaths Registry following strong resistance from the Civil and Local Government Staff Association, Ghana (CLOGSAG).
The move comes after CLOGSAG declared a nationwide strike, arguing that Botchway’s appointment was politically motivated and undermined the neutrality of the civil service.
On February 11, 2025, the National Executive Council (NEC) of CLOGSAG issued a statement rejecting Botchway’s appointment, which took effect on February 12. The association argued that his appointment was another example of politically exposed individuals being placed in key public service roles.

To express their dissatisfaction, CLOGSAG planned an indefinite nationwide strike, set to begin on Thursday, February 20, if the government failed to act.
In response to the pressure, Minister of State in charge of Government Communications, Felix Kwakye Ofosu, confirmed on Friday, February 14, that the issue had been resolved.
“In the truest spirit of cooperation and understanding, we are pleased to announce that the matter has been resolved, and there will be no nationwide strike by CLOGSAG,” Kwakye Ofosu stated.
He further revealed that similar appointments made by the previous administration remain a subject of legal debate.
“The precedent set by the outgone government of appointing a non-civil servant to this position remains a pending matter in the courts,” he noted.
Kwakye Ofosu emphasised the government’s commitment to engaging with stakeholders to ensure fairness and stability in public service appointments.
“The government of President Mahama remains committed to listening to the concerns of all stakeholders as we work together to reset our nation,” he assured.
With CLOGSAG’s demands met, the government is expected to name a new Registrar for the Births and Deaths Registry in the coming days. However, concerns about political influence in civil service appointments remain a key topic of discussion.
