A new GHC1 fuel levy on petroleum products will officially take effect from Monday, June 9, 2025, as the government intensifies efforts to resolve Ghana’s long-standing energy sector financial challenges.
The levy forms part of the revised Energy Sector Levies Act, 2025 (Act 1141) and was communicated through Tariff Interpretation Order No. 2025/003 issued by the Ghana Revenue Authority (GRA). It is aimed at raising an estimated GHC 5.7 billion annually to reduce energy sector debts and ensure a more stable electricity supply nationwide.
The directive introduces steep increases in the Energy Sector Shortfall and Debt Repayment Levy, affecting various fuel types:

- Super Petrol: from GH₵0.95 to GH₵1.95
- Diesel & Marine Gas Oil (Foreign): from GH₵0.93 to GH₵1.93
- Marine Gas Oil (Local): from GH₵0.03 to GH₵0.23
- Heavy Fuel Oil (RFO): from GH₵0.04 to GH₵0.24
- Partially Refined Oil (Naphtha): from GH₵0.95 to GH₵1.95
- LPG remains unchanged at GH₵0.73.
The new levy applies to all products not lifted before the effective date. However, petroleum marketing companies that lifted products before June 9 will be allowed to apply the previous levy rate.
Though the government describes the levy as a “strategic intervention”, critics argue it will compound the financial strain on citizens.
IMANI-Africa’s Vice President, Kofi Bentil, dismissed the levy during a Joy News appearance, stating, “The problem in our energy sector is not lack of money—it’s incompetence and corruption. You can’t tax your way out of bad leadership.”
Fuel consumer advocacy group COPEC has also voiced concern, urging the government to explore cost-cutting, curb losses in state utilities, and enforce transparency in the sector.
Despite the backlash, some independent power producers have welcomed the move, saying the funds could help clear outstanding debts owed to them by the state.
GRA’s Commissioner-General, Anthony Kwasi Sarpong, has instructed all ports, depots, and fuel stations to adhere strictly to the directive. The GRA will monitor compliance and expects the Bioland Clearing House Mechanism to support transparency in implementation.
