Edmond Kombat has been appointed as the new Managing Director of the Tema Oil Refinery (TOR), a pivotal move to address the refinery’s ongoing operational and financial challenges.
The appointment comes at a critical time, as TOR, once a cornerstone of Ghana’s oil industry, has faced significant inefficiencies that hinder its ability to meet both domestic and regional energy needs.
Kombat, an experienced lawyer, entrepreneur, and energy sector expert, is expected to lead TOR’s restructuring and modernisation efforts.

His primary task will be to revitalise the refinery’s operations, improve its efficiency, and explore private-sector partnerships to inject much-needed capital and expertise.
A graduate of the University of Ghana with First Class Honours, Kombat has a stellar academic background, including a Master of Public Administration (MPA) from Harvard University and qualifications from the Ghana School of Law and the Ghana Stock Exchange. His legal and financial experience, coupled with his energy sector expertise, makes him an ideal candidate to tackle TOR’s challenges.
Kombat has previously worked as a financial analyst at Bank of America Merrill Lynch in London and served as an energy analyst at both TOR and the Bulk Oil Storage and Transportation Company Limited (BOST).
His analytical skills were further honed as a research assistant at the Mossavar-Rahmani Centre for Business and Government at Harvard Kennedy School.
In addition to his professional achievements, Kombat is an accomplished entrepreneur. He is the founder and chairman of Edkom Group of Companies, which includes ventures like Oyster Agribusiness, Citi Energy, Monip Estates, and Kasi Precious Minerals.
His influence in the energy sector is also evident in his role as Co-Founder and Director of Research and Finance at the Institute for Energy Security (IES).
