Ebow Mensah Appointed as New Premix Fuel Administrator

The Minister for Fisheries and Aquaculture Development (MOFA), Hon. Emelia Arthur (MP), has announced the appointment of Mr. Ebow Mensah as the new Premix Fuel Administrator, effective January 29, 2025. He replaces Nana Abrakwa Asare.

Mr. Mensah, a development professional with over 15 years of experience, has a strong background in project planning, organisational development, and economic and social policy analysis.

He has worked closely with organisations such as the Trades Union Congress (TUC), the National Union of Seamen, Ports and Allied Workers (NUSPAW), the Public Services International (PSI), and UNI Global.

Previously, he worked with Friedrich Ebert Stiftung (FES), where he managed international funds to promote social justice, democracy, and socio-economic development. His academic credentials include a master’s degree in development management from the University of Torino, Italy, and a Bachelor of Arts in African Studies, along with a postgraduate diploma in education from the University of Cape Coast.

As the new head of the National Premix Fuel Secretariat (NPFS), Mr. Mensah will oversee the efficient distribution of premix fuel, a critical resource for artisanal fishers who rely on it to power outboard motors for marine and inland fishing. His leadership is expected to enhance accountability and transparency in the sector.

In a significant policy shift, the ministry has dissolved all existing premix fuel committees at the district and landing beach levels, with immediate effect. Additionally, all District and Regional Coordinators’ appointments have been revoked. New Landing Beach Committees will be formed in accordance with section 22 of the National Premix Fuel Committee Regulations, 2016 (L.I. 2233).

The government has also reaffirmed its commitment to ensuring accountability in the management of premix fuel proceeds. Former Landing Beach Committees will be required to account for the use of the 53% share of premix margins allocated for community development, as stipulated in Section 27(1)(b) of L.I. 2233.

Furthermore, the Ministry will continue automating and enforcing tracking systems to enhance transparency and efficiency in premix distribution.

Premix fuel remains a subsidised petroleum product essential to Ghana’s fishing sector.

The ministry has reiterated its dedication to ensuring fair distribution and sustainable fisheries management while improving the livelihoods of fishing communities.
