Dr. Victor Asare Bampoe Appointed CEO of NHIA, Succeeding Dr. Da Costa Aboagye

The National Health Insurance Authority (NHIA) has named Dr. Victor Asare Bampoe as its new Chief Executive Officer (CEO), succeeding Dr. Da Costa Aboagye.

His appointment is expected to drive innovation and strengthen the National Health Insurance Scheme (NHIS) amid ongoing healthcare reforms.

Dr. Bampoe is a seasoned physician and public health expert with an extensive background in healthcare leadership. His experience spans national and international institutions, positioning him as a strategic leader for Ghana’s healthcare system.

Previously, Dr. Bampoe served as the Deputy Minister of Health under the Mahama administration, where he played a key role in policy development and improving access to healthcare.

He has also held senior roles in global health organisations, including the Global Fund to Fight AIDS, Tuberculosis, and Malaria, where he managed large-scale health portfolios in Geneva, Switzerland.

His work with the Joint United Nations Programme on HIV/AIDS (UNAIDS) further underscores his expertise in health system strengthening. As the UNAIDS Country Director in Nigeria and Kenya, he provided leadership on HIV prevention and public health initiatives, working closely with international agencies such as UNEP and UN-Habitat.

An alumnus of Achimota School, Dr. Bampoe obtained his medical degree from the University of Ghana Medical School and later earned a Master of Public Health from the Johns Hopkins School of Hygiene and Public Health in the United States. His academic and professional background equips him with the knowledge to navigate Ghana’s evolving healthcare landscape.

Addressing NHIA staff upon his appointment, Dr. Bampoe emphasised the urgency of strengthening NHIS financing and expanding coverage to ensure universal health access. He highlighted the need to uncap the NHIS levy, a measure he believes will enhance service delivery and sustainability.

“There is an urgent need to expand NHIS funding to improve healthcare access and the quality of services provided. My focus will be on ensuring financial sustainability while increasing NHIS coverage for all Ghanaians, particularly vulnerable populations,” he stated.

Dr. Bampoe’s appointment comes at a pivotal time when global health funding constraints pose challenges to critical programs, including HIV prevention and maternal health. He is expected to leverage his international experience in resource mobilisation to secure funding and drive efficiency within the NHIA.

As he assumes leadership, stakeholders anticipate that his expertise will bring renewed focus to Ghana’s health insurance framework, ensuring its resilience and responsiveness to the country’s growing healthcare needs. Dr. Bampoe also expressed appreciation for the contributions of his predecessor, Dr. Da Costa Aboagye, acknowledging the progress made under his tenure.

With a track record of leadership in public health and global health financing, Dr. Bampoe’s tenure at the NHIA is expected to bring strategic reforms that will improve access, efficiency, and sustainability in Ghana’s healthcare system.
